Prussian forces crossed into France. War going badly by mid/late 1792. Restrictions on movement introduced — leaving Paris now required a passport. Refractory priests faced deportation to Guiana (many stuck in Paris awaiting fate). Sectional surveillance committees monitored political opponents. ~3,000 arrested on suspicion of being traitors — prisons overflowing.
