Marshall, Army chief of staff during World War II and US secretary of state from 1947-1949, developed the European Recovery Program, known as the Marshall Plan, designed to rebuild the devastated cities of Europe. The Marshall Plan was a $13 billion effort to boost European economies, as well as to halt the spread of Communism.
