Universal suffrage dismissed
‘Active citizenʼ —> male citizens over 25 who paid the equivalent of 3 dayʼs unskilled labour in
local taxes

Others —> ‘passive citizensʼ
Voting process:

only active citizens —> but most did not have the right to elect deputes of NA:

would vote in local assembles —> these would determine ‘electorsʼ for NA
elector: candidate would have to pay equivalent of 10 daysʼ labour in tax

Electors would vote in secondary assemblies —> deputies for NA elected every 2 years
deputy: individual would have to pay 1 silver mark in taxes

Estimate:
70% males had some right to vote
50% could afford to be electors
less than 10% could be deputies
Significance:
far from equality + universal suffrage

BUT: far more than e.g. Britain & other Europe states
big change from ancien regime —> big step forward
some political factions strongly opposed
