After countless debates with the nobles, Emperor Javicia officially wrote a decree to establish the first Imperial Senate of the Empire. He did so as an attempt at bettering tensions between the social classes in the Empire after the revitalization of the merchant class. This was also a way to help reduce the absolutist policies that developed during the late 1500s and all of the 1600s. However, the senate was not well organized and led to stagnation for some, but not all policy changes. Tensions emitting from the lower and middle classes lessened a lot as they had been given a voice in politics for the first time, yet the aristocratic class was extremely angry.
This was one of the earliest moments that led to the eventual assassination of Javik as he further distanced the noble class.
