In the late 1980s and early 1990s, the tensions between the United States and the Soviet Union started to ease, that's when the Cold war started to end. The Soviet Union leader Mikhail Gorbachev was willing to negotiate with Ronald Reagon and later George Bush. Together they decided to reduce nuclear weapons but not eliminate them completely. The Soviet Union pulled its troops out of Afghanistan in 1989, Eastern Europe overthrew their communist, governments, and Germany became a country again. Some breaks from communism was peaceful, but not all. The society union lost lots of control and ended the cold war in 1991.
