Description:

Proposed by Lincoln as a way to control Southern states under the federal government
Reestablished state governments by having 10% of the voting population swear an oath of loyalty to the US
Pardoned any former Confederates if they took an oath of allegiance and swore to the elimination of slavery
Wasn't liked and was replaced by the proposal of the Wade Davis Bill
