Description:
On the 29th of October, German sailors at the naval base of Wilhelmshaven refused to follow orders to set sail. This mutiny spread to the base of Kiel. On the 4th of November, 40,000 sailors joined the dock workers and they setup a workers and soldiers council.
This sparked very similar revolts in other cities across Germany, such as in Hamburg, Bremen and Lubeck. The situation escalated in Hanover and the soldiers refused to control the rioters. This showed the government was deteriorating.
