State General mobilization law:
- aimed to convert Japan into wartime economy following the Second Sino-Japanese war:
* Included occupied territories (Korea, Taiwan, parts of China)
* Gov now has control over industries, allocating of funds/resources and rationing of goods.
* Gov could conscript people to work for war industries. (Factories, mines, and construction projects.)
* marked total war because everything went into military or national strength. It solidified the rise of ultranationalism and militarism
