samos was a member of the DL!

Athens “sailed to Samos with forty ships” in support of Miletus' ownership of Priene - Thucydides

Athens imposed several measures on Samos:
- changed the constitution from oligarchic to democratic.
- took 50 boys and 50 men as hostages and located them on the island of Lemnos.
- installed a garrison.

However, some oligarchs who had fled Samos asked for help from the Persian governor at Sardis and raised a force of 700 mercenaries. They:
- recaptured Samos, “rescued the hostages from Lemnos and declared themselves independent” - Thucydides
- prepared to attack Miletus → this incident stirred up trouble to the north
- Byzantium decided to revolt (captured when the DL went after goat Pausanias 478)

Athens, after a nine month campaign with reinforcements, blockaded the city by land and sea; the Athenians defeated Samos.
- Athens confiscated the remaining Samian fleet
- Athens pulled down Samos' fortification walls
- Athens forced the Samians to give hostages and pay an indemnity
- Byzantium “also agreed to return to its status of a subject city” - Thucydides


6 years after the peace treaty was signed, the Spartans were considering action which would break the treaty, and the peace
- 440 BC was the last time an ally of Athens revolted
- Sparta did not intervene in the trouble with Samos
- the peace treaty continued
- it wasn't until “Athenian strength attained a peak plain for all to see and the Athenians began to encroach upon Sparta's allies” (Thucydides) that war broke out between these powerful cities and their allies

basically solidification of the Athenian Empire
