Athens became richer and more powerful → opportunities were growing for people to participate in government and to be paid for it, it became imperative that limits and qualifications should apply for those people who might enjoy the benefits of Athens’ democracy.
Conditions to be a citizen:
- The members of the deme must be agreed that the candidate for citizenship is at least 18 yrs and is freeborn
- The candidate had to be registered on the deme roll
- Both parents have to be Athenian citizens themselves and must be legally married
- Candidate for citizenship has to be checked out by the councillors
- The candidate for citizenship has to spend 2 years in the army before he can become a member of the assembly
