Description:

Anatoly Krylenko announces the planned transition of the USSR to the CSR to take effect mid-1995, giving all members time to prepare and negotiate terms. A provisional "Confederacy Secretariat" is established in Moscow to coordinate defense, trade, and infrastructure across the shifting landscape. The Soviet Congress of People’s Deputies is restructured into a two-chamber system, one for republics and one for population. Pilot confederate agreements are signed with Poland, Hungary, Bulgaria, and Czechoslovakia. The Baltics and Georgia insist on full independence.
