Description:

Anatoly Krylenko, in response to growing unrest from members of the USSR, announces a 5-Year Plan for Structural Transformation. He announces that a “Conference of Republics” will be convened in 1990 at which time the Warsaw pact will be dissolved. He calls for a New Soviet Compact to be struck at this conference, and in the mean time Soviet republics and Warsaw Pact states are invited to draft proposals for a new confederation treaty. In the meantime, national legislatures gain expanded powers, and national elections are negotiated.
