This was a promise fulfilled which Hitler made to the Christian Center Party where for their support with the enabling act Hitler would not suppress the Catholic Church
- based on the agreement, Catholics enjoy relative freedom until 1937:
- schools and youth organisations tolerated
- however, the church and priests still spied on and harassed by Gestapo
- while the Church was meant to not get into politics
