1. Immediate measures for humanitarian support
2. Economic, scientific - technological, and cultural co-operation, particularly in environmental protection
3. Further economic support, provided that the GDR held free elections and moves to a free market economy.
4. Common institutions to be set up, particularly in areas of economy, transportation, environmental protection, science and technology, health, and culture
5. The two Germanys would take steps towards a federation, co-ordinated through a joint government committee
6. Any new German Confederation must be a part of existing European institutions
7. European integration must be strengthened by opening EU membership to the reformed states of Central and Eastern Europe, as well as the GDR
8. New institutions would need to be set up for European co-operation
9. Disarmament and arms control must be a part of the process of change
10. The aim of this process was to achieve a 'situation of peace in Europe in which the German people could regain their unity in free self-determination'
