Strategic Arms Limitation Talks Two. The second round of negotiations between the US and USSR.it aimed at limiting and controlling nuclear arms. They capped the number of nuclear delivery vehicles for each country and placed limits on MIRVs. This was significant because even though it was never ratified both countries honored it for several years and it showed the ongoing attempt on both sides to manage the nuclear arms race through diplomacy.
