American and British:
-Rules on no fraternising but these were un-enforceable so this was lifted in October 1945
-Treated the German people as a conquered race
-Originally the Morgenthau Plan (1944) suggested that the German arms industry should be irradiated and that the Ruhr should be destroyed. It was never implemented but it had influence up to 1947
-Attitudes changed quickly to have more humanitarian concern and establish increased contact with the German people
-Realised that the rebuilding of Germany would make it a barrier to communist expansion
French:
-Believed the German people were militaristic
-They were the most hostile
-They wanted to punish the German people for the 3 invasions over the previous 70 years
-A poll in France in August 1945 found that 78% of the French people wanted permanent division of Germany
USSR:
-They had no rules on fraternisation and tried to sell the benefits of communism/socialism
-They had no exterminations
-They airdropped socialists in to set up soviets to win the 'hearts and minds' of the German people
