The decision was prompted by serious concerns regarding the chatbot's potential risks to minors due to the absence of effective age verification, and to emotionally vulnerable individuals.

The Garante found that Replika’s data practices violated the European Union’s General Data Protection Regulation (GDPR), citing a lack of transparency and no clear legal basis for data collection and processing.
