The Quartet, made up of the US, Russia, the UN, and European Union (EU), sets forth the Roadmap for Peace based on George H.W. Bush's speech at the Madrid Peace Conference. It outlines a plan to pursue peace between Israel and Palestine by pushing Palestinian reform and the cessation of terrorism in return for an end on Israeli settlements and the establishment of a new Palestinian state.The plan is never effectively implemented.
