He saw the communists as a threat to KMT authority and wanted to eliminate them.

Pressure from Business owners and foreign powers - The Shanghai business class and foreign powers (like Britain and the USA) were alarmed by the rise of communism, especially the influence of trade unions and strikes led by the CCP. They wanted Chiang to crush communist influence to protect their economic interests and stability in the city.
