In May, Churchill faced opposition from the Conservatives and Labour Party, but eventually won over his doubters and established a formal succession. He formed a war cabinet with Chamberlain as Lord President of the Council, Clement Attlee as Lord Privy Seal, Halifax as Foreign Secretary, and Arthur Greenwood as a minister without portfolio. The cabinet changed in size and membership as the war progressed, with Ernest Bevin as Minister of Labour and National Service. Churchill created the position of Minister of Defence in response to criticisms, making him the most powerful wartime prime minister in history. He drafted outside experts into government, including Lord Beaverbrook and Frederick Lindemann, who became the government's scientific advisor.
