Description:
This act mandated that public schools provide a free and appropriate education to children with disabilities. This required public schools to provide equal access to education for children with disabilities, and required that an IEP would be developed for children to evaluate their needs. This act also required schools to educate children with disabilities alongside children without disabilities, and required schools to involve the children's parents in their education (GAO). This was passed because congress found that the special educational needs of children with handicaps were not being fully met in school, and they also found that one million children with handicaps were not in the public school system (US Congress).
