-29th October: rumours being spread of last ditch attempt to beat the Royal Navy resulted in a mutiny in Wilhelmshaven, spreading to Kiel and other ports
-4th November: workers and soldiers councils made by dockworkers and sailors in Kiel based on 1917 soviet model. Asked for government to listen to their grievances
-Government sent representative who promised there wouldn't be a 'suicide offensive', but by 8th Novermber, councils established in most major cities
