Lenin announced the New Economic Policy in a time when Russia was in disrepair, hoping that this program would fix some problems.This policy encouraged some small private enterprises, in order to revive the economy. It was actually very successful, and led to production to climb and increased the availability of goods. However, this was meant to be a temporary policy; the Communists had every intention to end it once the economy was functional.
