effect: asserted British authority to legislate colonies "in all cases whatsoever"; colonists ignored it at the time -> created conflict in the future
act which:
- allowed Parliament to declare that they had a right to make laws that binded colonies
- asserted the authority of the British government to tax its subjects in America

- stamp act was repealed
- wanted to save face when repelling the stamp act -> declaratory acts
