Due to Louis XIII being a young boy when he became king, Cardinal Richelieu ruled as the chief minister when France was at an unstable state. Richelieu attempted to centralize state power and he created national debt, decreased nobility power, and laid the foundations for absolutism in France from his son Louis XIV's regime.
