With a wanting to push forth diplomacy and to avoid war, Germany had gotten appeasement from countries in Europe, as well as the USA. Once they had the power, the invaded poland which led to France and the UK mobilizing due to their guarantee to Poland of support in time of attack. This event pulled other countries into the war with countries asserting they loyalty either with the axis powers or with the allies. This was not just a threat to the Neutrality Act which had relapsed in May anyway, but also made US decide to withhold its ships and citizens from entering war zones.
