Following the first exile of Napoleon, Prussia, Russia, England and Austria met to decide the fate of France. They followed the principles of balance of power—ensuring no one country would be powerful enough to pull a Napoleon. They offered lenient terms to France to avoid provoking the country and restored the Bourbon King to the throne.
