The first organization under the Articles of Confederation created for Counterintelligence purposes was the "Committee for Detecting and Defeating Conspiracies", whose name was later changed to "Commission...". It was created to collect intelligence, apprehend British spies and couriers, and examine suspected British sympathizers.
