First full fledged version 'Welfare State 1.0', use it to describe how WS are structtures and as a baseline from which later developments were made, ranged from 1940s - 1980s.
- social insurance: unemployment benefits, sickness, old age. funded through earnings-related.
- social assistance: safety net non-contributory, income-supported programmes that relieve those whose income is insufficient for their basic needs. Though supposed to be social rights uniformly available to needy citizens, mimicking of 'poor law' has reappeared, through stigmatization
- publicly funded social services: educationl health care, legal aid, public transport, and then recreational facilities (museums, parks, libraries)
- social work and personal social services: personalized forms of support such as social work with families, children's services, social care for the elderly, community care for the mentally ill, and probation and aftercare supervision for offenders. Normalize and discipline. In kind, personalized service.
- Economic governance: to preserve full employment levels, to cater to personal economies of individuals as well as national economy.
