The Elementary and Secondary Education Act (ESEA) continuation, signed into legislation under Geore W. Bush and administration in 2002. The goal was, "to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education [through] high-quality academic assessments, accountability systems, teacher preparation and training, curriculum, and instructional materials are aligned with challenging State academic standards so that students, teachers, parents, and administrators can measure progress against common expectations for student academic achievement;," (No Child Left Behind Act. I.1001). According to the legislation, states, schools, and their educators could be held accountable for student achievement, emphasizing students regarded as low-performing, through annual state testing. In order to receive federal funding, schools must prove adherence to State Standards. Additionally, schools were monetary penalized for not demonstrating adequate yearly progress. In theory, both could be demonstrated through performance on test scores.
