The Berlin Conference of the 1884-1885s was a meeting of colonial powers organized by Otto von Bismarck at the request of Leopold II of Belgium. The conference, which took place on 15 November 1884, concluded on 26 February 1885 with the signing of the General Act of Berlin. This agreement regulated European colonization and trade in Africa during the New Imperialism period. The conference contributed to heightened colonial activity by European powers and is sometimes cited as responsible for the "carve-up of Africa." However, some scholars argue that the Berlin Act did have a relevance to the course of the partition of Africa, as most of Africa's borders took their final form over two decades later. Seven of the fourteen countries represented at the conference, including Austria-Hungary, Russia, Denmark, the Netherlands, Sweden-Norway, the Ottoman Empire, and the United States, returned home without any formal possessions in Africa.
