Transportation is crucial for public exchange and necessities, so the government should own and operate the railroads in the people's interest. Similarly, the telegraph and telephone are essential for transmitting news and should be held and used by the government in the people's interest. The Federal Possession and Control Act of 1917 allowed the United States Government to take over control of the railroads.
