Jean-Jacques Rousseau was a Swiss philosopher and author, born to French parents, who traveled to France to become a successful writer. He developed a frenemy relationship with Voltaire and wrote a book called "The Social Contract" in 1762, referencing Thomas Hobbes and John Locke's ideas of the relationship between a leader and the people of a country, while introducing the belief that the majority is right and that people shall give up some rights to the beliefs of the majority.
