1) Kim Jong-il - Ruler of North Korea from 1994-2011. Kim Jong-il continued the nuclear weapons program started by his father, Kim il-Sung.
2) George W. Bush - President of the United States of America from 2000-2008. President Bush dealt with North Korea primarily by holding the Six-Party talks, or meetings and negotiations with China, Japan, North Korea, South Korea, and the United States to find out and negotiate issues of North Korea.
3) American citizens - American citizens are affected if North Korea is successful in any way. They are stressed about the current situation and some will be killed if North Korea successfully bombs the United States.
