Baker, who was born in 1873, was appointed as the director of New York City's newly established Bureau of Child Hygiene. During her tenure, she spearheaded initiatives to educate midwives, promote basic hygiene, and promote preventive care. She was also a pioneer in establishing publicly funded well baby stations, as well as the Little Mothers Leagues, which taught infant care to girls aged 12 and up. Baker was also instrumental in identifying Typhoid Mary.
