Yang jian/wendi was born in 541 CE into a powerful family that had held high official positions during the non-chinese ruled dynasties. He received his first military appointment at the age of 14 and quickly rose through the military ranks of the Bei Zhou dynasty. When the Bei zhou emperor suddenly died of illness, he and his wife along with some of his close confidants decided to try and seize the throne. He eventually prevailed against his many rivals and created the Sui dynasty.

Once he became emperor, Wendi made many drastic reforms to centralize his power. He replaced the families that held local office by hereditary right and instead appointed a bureaucracy that answered to him. He also made the rule of avoidance which forbade officials to work in their native places. He also broke the Sui's rivals, the Turkish, power in Turkestan and Mongolia which were key locations. Wendi died in 604 CE due to an illness, but it has been said that his son Yang Guang killed him.
