The rapid social change in the 1960 and 70s forever altered the legal and social environment in America in which police must work. The Supreme Court frequently enumerated constitutionally based personal rights for those facing arrest, investigation, and criminal prosecution.

This was also a period of intense examination of police operations, from day-to-day enforcement decisions to administrative organization and police-community relations.

In 1967, the President's Commission on Law Enforcement and Administration of Justice issued a report that found the police were often isolated from the communities they served.

In 1969, the Law Enforcement Assistance Administration was formed to assist police forces across the nation in acquiring the latest in technology and in adopting new enforcement methods.
