A constitutional amendment prohibiting the sale of alcoholic beverages was passed in 1930. Much of the country was rife with criminal activity, most of it supporting the trade in bootlegged liquor.
Massive wealth in the hands of law violators greatly increased the risk of police corruption, some of whom were "paid off" to support bootlegging operations.
In 1931, the Wickersham Commission recognized that prohibition was unenforceable and reported it carried a great potential for police corruption.
