Gyrich was propelled to office on the promise of bringing the Ten Rings to justice. Upon taking office, he diverted funding back to SHIELD, signed the IRTP Act, and implemented the farthest reaching and tightest security measures since the second world war. His administration focused on defense rather than offense, and was buoyed by the discovery Captain America, alive and well. The end of his tenure was marked by the global invasion by an aggressive alien species, which it was revealed during the campaign had been known about since the Cooper administration.
