Ordered by Hitler and implemented by Goering, as Schacht's policies were not making things happen fast enough, the 4 year plan was a series of economic policies designed to prepare Germany for war.
The Nazis ordered thousands of uniforms and weapons, creating thousands of factory jobs and shipyard jobs.
High production targets were set and met in most industries but not in some like oil and Germany was still dependant on imports. Progress was good but insufficient.
The next step was self-sufficiency so that Germany was completely independent of the world economy. Scientists started making coffee from acorns, petrol from coal and cotton from pulped wood.
Goering often spoke about it 'would you rather have butter or guns? Guns make us powerful; butter only makes us fat'
