ACU was formally incorporated as a nonprofit in Lexington, KY, in 1996. Among ACU’s major projects was convening the celebration for the 25th Anniversary Conference of the National Health Service Corps (NHSC). Kathie Westpheling, MPH, later to become ACU Executive Director, coordinated this project. During this time, ACU created the first directory of NHSC alumni, inviting those who responded to outreach to become charter members of ACU. ACU’s membership network was born.

Both during and prior to its incorporation, Dr. Barbara F. Brandt and Larry Brandt, ACU’s first executive director, were instrumental in founding and guiding ACU in a variety of initiatives from 1992 with the support of various funders, including the Kentucky Primary Care Association. These projects included surveying the skills of NHSC clinicians in partnership with the Kellogg Foundation and developing frameworks of education for clinicians serving underserved populations.
