Originated in US troubles with Iran; a Reagan staff member suggested to use the profits from selling missiles to Iran's government for help in freeing US hostages by a radical Arab group to fund the contras in Nicaragua; this was illegal in that it violated the Boland Amendment and congressional budget authority.
