But the male population’s view of the suffrage movement changed when the U.S. entered WWI. Catt threw NAWSA into “patriotic war work” and as the war became more unpopular, especially among German- and Irish-American men, anti-war groups saw the women’s vote as a vote against the war, and “the soldier vote went heavily pro-suffrage in 1917.” But as Alice Paul and the NWP picketed the White House and President Wilson began “a heavy-handed crackdown” against them, conservative members of the NAWSA complained that the NWP was alienating Congressmen who would have otherwise been sympathetic to the cause. When the U.S. officially declared war on Germany, the suffrage amendment seemed “dead”. But, in November 1917, New York State voted for women’s suffrage to be added to their Constitution and “the amendment’s chances suddenly revived”. This was especially surprising since two years later, New York had voted against suffrage by over 200,000 votes. But, since all but two of the state’s districts voted pro-suffrage, it showed a dramatic shift in every single group in the state. It was after this event that President Wilson changed his originally equivocate opinion from 1916 to be pro-suffrage and actively worked for a federal amendment to be passed, even endorsing it as a “war effort” in 1918.
