Families in urban areas were restricted to one child. This was meant to reduce population but drastic social changes were formed. This only affected Hans and allowed people to be fed but girls were aborted, orphaned, or killed. Citizens were fined for policy violations. The government relied on fines and excepted fines in lieu of enforcing policy. Updated in 2016 to the ”Two Child Policy.”
