19 май 1921 г. - Signs the Emergency Quota Act (42 stat 5). In this temporary act, immigration was limited to 3 percent of the total number of foreign-born people from a particular country as recorded in the 1910 census. This was nearly identical to a bill pocket-vetoed by Wilson in February 1921. A permanent act was passed in 1924
