13 янв 1818 г. - In a Special Message to Congress, announces the occupation of Amelia Island (on the east coast of Florida) which had become a haven for pirates, and allegedly a haven for Venezuelan revolutionaries. States that Spain was unaware of these activities or “utterly unable to prevent them.”
