In 1994, the ‘François Bayrou’ memo had differentiated between ‘discreet’ and ‘ostentatious’ religious symbols (such as the hijab). The 2004 law under Jacques Chirac’s presidency forbade the wearing
of ‘ostentatious’ religious symbols in public places, including schools and colleges.
