皇帝の手, or, The Emperor's Hand is created as an offspring of the Gen'yōsha, following the successful assassination of Queen Min of Korea by members of the Gen'yōsha trained in ninjasu. Kōtei-no-te is created explicitly to operate covertly and lethally in advance of the state of Japan.
