Hydra orchestrates a large-scale assembly by alt-right and hate groups including Friends of Humanity lead by Graydon Creed, the Church of Humanity lead by William Stryker, the Children of the American Revolution, the Anarchists for Freedom Army, Axis Mundi lead by Axl Nacht, the Militiamen, National Force lead by Adam Hauser, the Purifiers lead by Sebastion Gilberti, and the Klan led by David Duke, uniting them under the Hydra banner. The protest is arranged for Wilmington, North Carolina. they ensured that they had proper permits and right to assemble. Plans of the assembly were leaked to anti-fascist groups in advance, who organized a counter-protest.

At 2:15pm, a Hydra agent posing as a mutant protester uses mutant powers to attack Hydra, inciting full spread violence. The Avengers arrive late, and only add to the chaos. The police provide no initial response except to protect property in the downtown.
