The Palestinian National Council (PNC; Arabic: المجلس الوطني الفلسطيني, romanized: Al-majlis Al-wataniu Al-filastiniu) is the legislative body of the Palestine Liberation Organization (PLO). It represents all Palestinians globally, including those inside and outside the Palestinian territories, and encompasses political parties, popular organizations, resistance movements, and independent figures. The PNC formulates policies and programs for the PLO and elects the PLO Executive Committee, which leads the organization between sessions. Resolutions require a simple majority with a two-thirds quorum. The PNC elects its Chairman.

The Council met formally 20 times between 1964 and 1991 and only twice since the Oslo Accords: in 1996 and 2018. Although the PLO Basic Law (1964) mandates direct elections by the Palestinian people, such elections have never occurred. Initially, Arab states chose PNC members. Post-1967, membership allocation has been based on quotas reflecting the claimed sizes of Palestinian political parties and resistance groups, ensuring Fatah's dominance over the Executive Committee.

The PNC, separate from the Palestinian National Authority's PLC, meets annually and can hold special sessions. Candidates for the PNC are nominated by a committee including the PLO Executive Committee, the PNC chairman, and the Palestine Liberation Army commander in chief. Due to election challenges, most PNC members are appointed by the Executive Committee.

The Palestinian Central Council (PCC) acts as the intermediary between the PNC and the Executive Committee. Chaired by the PNC chairman, it has increasingly taken over the PNC's decision-making role. In 2018, the PNC transferred its legislative powers to the PCC, including the election of the Executive Committee.

The main PNC office is in Amman, with a branch office in Ramallah. In 2018, Hamas and Palestinian Islamic Jihad were invited as observers but declined.
